I believe that sellers should have the option to relist any items that were to close during eBay outages. The most crucial moments of any auction are the final moments. You are robbed of the opportunity to close strong or stronger when the system is down during the final hour.

I do not know what their current policy is, but I know in the past they did not do anything but give you another 24 hours to close when it was down for a significant period of time.
