It's back up again. How they handle an outage depends on how long the outage lasts. I've listed obsolete chips at face, had the system pick the last half hour of that auction to go sour (had minimum bids), and I was out of luck because the system wasn't down long enough for eBay to make any adjustments. I've seen it be down for more than an hour, and eBay extended all auctions closing in that time frame (or that day) for another 24 hours. I don't know if they have a set policy on this matter or not.
