Wrong on By-Laws, Travis

Travis -- many organizations allow By-Law changes without a full vote of the membership. The organization's Constitution, which generally defines the member's rights, invariably requires a membership vote to change. The By-Laws, which generally define operational rules & regulations, are usually changeable without a full membership vote.
