Hi Carl,

I'll try to answer the question you asked in your original post, but I need to ask one question, first.

You never mentioned in that post (or in your above post) if there was either USPS insurance purchased or "discussed between you and the seller." It's shocking to learn that anyone would mail a $200 value item without eaither purchasing USPS insurance or that a buyer would not request such...unless, that is, the seller mentioned (in writing) that he self-insures his mailings, or if there was a mutual agreement (also in writing) that no postal insurance be purchased...and if lost, stolen or damaged...the seller has no concern. I know your title included the word "ethics" but I think your sole interest is in the botton line: "Do I get my chip or my 200-bucks back?"

If you have no proof of insurance, but have proof in writing from the seller saying he would make good should the chip be lost...then you will be satisfied. If the seller has proof in writing that you declined USPS insurance....you do not have a leg to stand on anywhere away from this board.

Please also understand that I have to exclude my personal beliefs and practice, as I'm only trying to asnswer your question. But, I will through in the following: I mailesd a chip to John Zoesch the other day...the chip cost six (6) bucks. He'll receive the packet with a red USPS stamp on it reading INSURED. Whether I pay for insurance or a buyer pasys for insurance...vertually everything I mail is insured with the USPS.

Was any of the above regarding insurance discussed in your transaction with the seller; in writing?

There will be no charge, or course. <g>
