That would be a huge advantage for the casino. Usually when this is done, some of the 10's are taken out and replaced with 2's. What will happen then is the dealer will almost never bust. There you will be sitting on your 12 when the dealer has a 6 up and watch them draw to a hand.

I work at a casino in Mississippi and the Gaming Comm. here does make random checks of all games, including blackjack. They will just walk up to a table and say give me all your cards, dice, ect., sign a recept for them and take them away. I am not sure about Indian casinos however, but I will see if I can find out about what kind of regulations they do have.
