Gaming Regs for Indian Casinos??

A recent national gambling/gaming publication published a letter to the editor from a reader who was concerned and felt/suspected that an Indian casino that he frequents was playing their multiple deck Blackjack with some of the 10s and face cards missing. No location or state was given.

Seems like it could be done at any casino if they had a mind to do it.

Question #1
HOW would it benefit the house if they DID short their decks of cards with a value of 10?

Question #2
Are random spot checks ever pulled on shoes at the table games?

(BTW, the editor gave the gambler some basic "counting" formulas and asked him to followup with the results. The editor said he might investigate further based on this additional info)
