When you click off a stopwatch at 10.50 seconds, you are halfway through the eleventh second, not halfway through the tenth second, ten seconds have already passed.

I think the main problem is some people won't acknowledge after the fact, that there had to be a year that started with zero. Those alive at that time certainly couldn't know it, but we can logically count backward in time to pinpoint it. Maybe, 1999 should be known as 1 BeforeY2K, and 2001 1 AfterY2K...
