Thank you for the post. The sad fact is most new collectors (myself included) feel its an imposition to constantly ask another's opinion, especially when you're asking questions of a person who also sells chips. I think by naming the offender (as you have done) two things can happen, both good: 1) readers of the board become aware of who to be wary of; and 2)the offending seller just might change his ways. This particular seller is pretty (in)famous to board regulars. When other abusers are found, I would hope the same tact of public exposure be used.
