When you look at an auction it will show the person as "no longer a member" but if you look at particular people by clicking on their feedback rating, it doesn't show much.

So for instance I'm bidding on something and I see the bid list and there is someone on it who lists as no longer a member, I can assume they were suspended. The problem is, and will be forever, that unless that person tells us, we don't know why. eBay is fast to deal out suspensions if anything looks suspicious. So it doesn't mean someone did anything wrong on a sale or that type problem. Most likely it's some internal eBay issue.
