Gene, as I recall the first Nevada gaming license in 1931 was issued to Mayme Stocker for the Northern Club in Las Vegas, now the Coin Castle.
I'm not sure about license number 0007, but based on your description I'd say it was likely El Cortez in Las Vegas.
