If you want to scan chips, definitely get a flatbed scanner. The kind where you have to feed the page into the little slot jam up when you load it with chips.
Ok, ok, just joking....

Seriously though, I think you can get a good scanner at an excellent price. Decide whether you need to scan just 8.5x11 or whether you need it for legal size documents. You might be able to find some recent reviews of scanners on one of the PC type magazine web sites such as cnet, cmpnet, windows, pcworld or other similar sites.
