Mark, WIN cards are a misnomer. They are really LOOSE cards if you use them. They are small plastic cards with a dial that tells you how to play most of the basic games in a casino. I have seen ones for roulette, black jack & craps. Lets say you are dealt 2 eights at the black jack table, against the dealers 6. You can turn the dial on the card & it will tell you the "correct" move to make based on who made the WIN card. They are for basic strategy. These cards are very popular on many of the cruise ships where people have not played much in a casino & want to learn how to play a hand or how a certain game is played. I have no idea of all the casinos that have them in Vegas, but I bought mine at the Lady Luck. I paid $10 & was given 15 "special" promotional chips which could be used on the table. That is the way it usually works. I'm sure that Gene or some other folks in Vegas can give you additional information.
