Doug, Is the P over the E in a square style capital letters with fancy loops on the ends of the E. If so, this may well be a Crest and Seal Mold Chip from ERNIE PRIMM'S in Gardena California. I can't be certain but this is my best guess without seeing a scan of the chip.
