It's a loosely-used word for any gambling chip attributed to an establishment not having a licence for gaming. Some collectors elect to use the word "unlicenced" rather than "illegal," as there were many, many clubs and organizations that had gambling chips and were not "illegal" establishments! But, in this neighborhood we call them "illegas" and we kind of all agree it's a pretty good term to use.
