Scandia chips are one of a number made by Paul-son Gaming as demonstrations of their various chip-making processes and to sell to the public as home chips. There is no Scandia casino in Norway or anywhere else as far as I know. You'll also find this kind of chip labeled Casino de Isthmus City and Casino De Mexico.

These are quality chips, just like they make for the casinos, but have no particular collector value. You can get a complete set of these in different denominations from Paul-son in Las Vegas for around 50c each.
