How can you sell for less than the higest bid, via email? What happens to the high bidder?

By the way, I've had 100% success with ebay. Maybe I didn't sell everything, but what I did, brought prompt payment and spare change to sopport my computer and photography addictions. LOL

I do try to keep the items above $10 so I don't have to spend my life packing and shipping for a two buck profit.
