I was speaking of roulettes not NCV's. When I said accountability, I was speaking of a monatary value. Casinos will have different procedures. The pit in most cases will keep a record of how many roulettes they have.
Even though a good record might be kept, I am sure you know that there are many Horseshoe NCV's in our market. No one can cap a stack like a poker player. Keeping a good record of them, does not mean the casino gets to keep all of them.
For instance the 500 buy in chips, NCV's yet worth $500 cash to a poker player. The Horseshoe and my tournament, The QPC, bought new ones each year. It was not because they were wore out. Just one chip not coming back, gives someone a whole year to make an attempt at counterfiting it.
