Winking Red Chip

As long as I'm posting mysterious items, here's a chip I've had for a while that I've never gotten a story on .

Red, three white inserts, HHR mold with a hot stamp pic of a man in a serviceman's hat pointing to his eye and winking. The reverse has a hot stamped "ONE", so this is likely a casino chip of some kind. You can't see it in the scan, but there is an outline of a scallop where an inlay would normally be; I guess it's possible that the design is in the mold rather than being a hot stamp??

I've seen this 'winking man' picture somewhere but can't place it. Can anyone tell me the significance of this image and possibly what this chip was used for? I have only the one chip (so no chip to reward an answer [G]}.
