I think she's referred to as a "Walking Lady Liberty". On some US coins. The torch is a symbol of light / knowledge etc. And the branch is an olive branch of freedom.

Here she is on a 1 oz. gold coin. I think she was originally designed by Augustus St. Gaudens and appeared on original "double eagle" gold coins.
