Fair Use does not include taking thousands and thousands of images and their descriptions without permission to create a competing website. The CCA is an IRS 501(c)(3) Educational organization, I am not aware that the other website has any such designation. In fact, it is used to generate income, so it should be classified as a commercial website. So Fair Use does NOT apply in this situation. Not even close. Scraping a website and using the contents to create your own website is copyright infringement.
