I actually know the answer. I played with it there, back in the day.

They had a low limit craps table (either Quarter craps, or possibly Dime craps, though I'm pretty sure it was 25c minimum limit). They used these, with the center of the hot stamp drilled out, for their lowest limit chip. I did harvest a few of them, and have one in my collection.
