Here is a little info I have found about these chips, along with the more common non-denominated version and the greatly less common $25.
Norman Khoury bought the Savoy Club sometime in 1949, renaming it Khoury’s Savoy Club. 4 weeks after opening, Khoury sold a 50% interest in his operation to a known Bugsy Siegel associate (Bugsy was then deceased), who engineered a major gaming loss at the craps table using gaffed dice. This individual was connected to the Flamingo casino on the Strip, which was considered a rival casino. When Khoury refused to pay off the winner, his gaming and liquor licenses were suspended for 6-months in late January, 1950.
While the gaming license was restored, more than 6 months later, the license was for slots only, not table games. Therefore, these chips were only used from the opening in 1949 and up to the suspension of the gaming license in January 1950.
