It's a difficult area that sometimes defies precision in words.
The general term "Fake" has a pejorative connotation IMO. Other times it just means non-genuine. And further, a home-game chip is not fake, in the sense that it truly is a home-game chip, just not a casino-used chip. Then it depends on if the design is too close in appearance to casino-used chips so that it could deceive someone down the road, even if innocently made. Terminology is a slippery slope sometimes. Intent is hard to pin down too.
The way the ChipGuide is set up, there's a big red Caution banner near the top if Fake chips (in the broadest sense of the term) exist for that casino. In the later lead paragraph for the Fake group listing, it has a more lengthy paragraph that includes the words Fantasy, Counterfeit, Fakes and Souvenirs too. And in individual listings you'll find notations such as Home Game, Imitation (e.g. Borland), Remake and probably others.
In other past discussions, the distinction terms of Non-Genuine, Not-casino-used and other modifiers have been used. There have been previous articles in the club magazine on this subject going back quite a few years, sometimes written by respected authorities in the hobby. Will it continue to be a difficult area, as new technologies make it easier to create a range of non-genuine/non-casino-used items? Yes, IMO. In fact, there are other casino items, such as dice, that are non-genuine too, though I haven't seen a faked swizzle stick yet.
As an aside, the truly counterfeit chips (and tokens/slugs) that are out there -- made with an overt and sometimes successful attempt to deceive a casino and run a scam on them -- can have some colorful "back stories" about them. Just sayin'.
