It's not used very often. There is one with a Normandie Club (Gardena, CA) paste-on that's interesting. See:

As to the "TC" script, I don't know. That type font looks like a script alphabet that could be used for anyone's initials -- could be Tonapah Club, but could also be ordered by Tom Charles, or any other TC-initialed person or business. The "C" might suggest "Club" or "Casino" but just speculation, unless we come across an order card. (And I don't even know which company or distributor would have control over this mold, or perhaps even an "open" mold.)
Bottom line, provenance will be difficult, IMO.
