Why doesn't anyone ever question the statement "the government 'lost' xyx making a coin"?

When a coin is made, it doesn't get used only once. It gets used hundreds (maybe thousands) of times.

Yeah the nickel costs .14 to make. If it gets used 100 times, we get '$5 of utility' from it. Doesn't that mean something?
