Drake & Co.(Kansas City) refers to a gambling supply company owned by Harrington E. Drake. I believe that he founded the Kansas City Card Co. a little after WW I, and bought Mason & Co. in 1927. He would have ordered those chips from USPC for one or more of his customers.

The Gaming Table (2017) weakly associates the PJN (but not the JNP or NJP) chips with Butte, Montana. This may simply mean that someone found some of the chips there.

Maybe Billings was confused with Butte when the first chip was submitted to the ChipGuide.

Also a lot of the Montana chip attributions come from a Montana chip guide published by Steve Goodrich. I think the last edition was published in 2002. I don't have the guide, but maybe someone that does have it can tell you if it is listed there. That could help solve the mystery.
