The Library in CA has the ID on this as... B4495 also, which is unusual?

Which has the catalog number in the lower right as B4495
Why would two collections have the same catalog number? Reno Libraries has that number in the lower right of the image.
Can I go off into complete conjecture and hypothesis? No foundation in fact, or evidence. What if, Caples made this drawing for Frasher? I accept that it's a stretch. But how did the Caples art, end up on the Frasher card, with the same date and ID number?
