That's never been the case. Any non-member can attend and bid providing they give a copy of valid ID to the auction chairman in advance and, if the auction chairman deems it appropriate, he/she can ask the prospective bidder to pay a deposit. It's all in the T&C at the beginning of the catalog and has always been there.
