() Examined and Owned many chips, dealt with many fakes and the process that the set collectors use to "relabel" chips, I would be willing to examine any specimens for original manufacture/alterations.
That said I can most likely give an analysis of whether a chip has been altered in any way and we have the resources to research if the chip was never "live" beyond common tools. I've seen it all from inlays that have been "fixed" or "re adhered" to inlays removed and replaced with fakes. I would give no guarantee but having dealt with these issues for many years I'm very confident in my small circles ability.
Now, again, that all said, there is many that could help here, Mr. Spragg would probably know an altered chip as well as others. but it would seem to me one would want this done on a chip they were intending to purchase and have it inspected before laying out the dough so an escrow service would need to accompany the process so both parties would have to trust the provider. I have done this in the sets community for folks who don't trust laying out 10's of thousands of dollars on a set of chips PayPal friends and family and crossing their fingers with a new to the community person.
There are sets selling anywhere from $1000 to $50,000 on our forums weekly/monthly sometimes. There's most likely more money in chip sales on our forums than on ebay some days.
