I vote for theory #1, Bob, with this proviso: I believe the 1960’s designation in Chipguide is incorrect. I played 21 at the Silver Slipper in 1980, and they were using this 50c chip there at that time to pay blackjacks. I think it was made or re-ordered closer to the 1977 date. Sean’s chip does not appear to be Bill Borland’s hotstamp, which was a darker gold, and a little messy at times.
