My money is on the use at the Pioneer Casino on Fremont St. The hotel was right down the block and used Vegas Vic on at least some of their memorabilia, so we must assume that they were at least partially related. I speculate that they at some point needed more 10c chips and nothing else so they ordered these to advertise what they thought would be a long association with a hotel. Any holes in this theory?
