I don't really know. I guess if someone can clearly identify themselves as the "alleged submitter" and state that they never submitted the image....then it should be removed. I'm not sure how the ChipGuide would know that the submitter has lied about his identity and image ownership. Hopefully this is a small problem and doesn't meaningfully add to the administrators workload. Just to be clear: lying about who you are and lying about owning the image is just plain wrong. If the culprit can be identified then I think they should be publicly named.
