I believe the fact that there were no $1 chips indicates that it was a high end private club. The chips were ordered in 1927. I could envision a Chicago Capone speakeasy or some mob related place. Of course there was not a lack of very rich people who mite use them for private games. There was a reorder of these chip from Burt (probably the late 1940s-early 1950s). Since it lasted at least 20 years or so, it was probably a club know to most
