Looking up this series of chips on ChipGuide, it shows they were made / in use in 2009. I vaguely recall these coming out at the time and seems like it was one of those "demonstration" games where someone makes up a new game, gets NGCB to approve a trial run at a casino somewhere (in this case, GSR in Reno). Remember "Ricochet" trial game -- like that. Usually they don't catch on, but occasionally they do.
What's interesting is that I did NOT see these chips on the NGCB Chip & Token approval list, meaning perhaps, that the inventor had the chips made just for a trial run and with an exemption for approval.
Anyway, there is a chip manufacturer called ABC Gifts and Awards, based in northern California, and they are making various ceramic chips, as these appear to be. Here's 2 links to check out:

Note in particular the 2nd chip shown in the list -- the blue "World Poker Series" chip. It has a simple "ABC" mint mark at the bottom. Not the same design as on your chip, but still possible?
No first-hand knowledge on my part though.
