Thanks to everyone for their suggestions about solving my shipping.

1. I signed up for Pirate Mail shipping - looks like they will send chips for about $4.80 which is better than $7.30 !!

2. I will try to avoid dealing directly with the Postal Clerks in the Post Office.
The clerks know that I deal in chips as I am always sending and receiving packages on a regular basis and they flag anything that is not just a "flat thin letter". They have even put things back in my P.O. Box that I attempted to send with minimal postage - telling me I needed to add additional postage.
