For 1 or 2 chips I put them in a coffee cup holder, then fold a piece of paper around it and insert it in an envelope. I write non-machinable on the envelope and tell that to the clerk. I'm not sure of the exact cost but it's a buck and change.

I use Pirate Ship for padded envelopes and that is usually 4.80.
