Mark, I think you are correct on that newest $1 needing correction -- not a H&C. You can submit an "Update" right on the ChipGuide page. Just click the blue "Update" button next to that new $1 and fill in the correction/update. I think you can even be anonymous, if you don't want your name to appear.
The $2 new chip you show hasn't even been submitted yet, so you can be 1st to submit it. (The existing $2 is correct as a H&C, as I see that mold on the $2 that's already pictured.)
As to the maker of the chip, it's GameOn/Chipco. The small mint mark on the new $1 & $2 chips you show is the stylized spade-shaped "GO" mark that means GameOn. They bought Chipco, and now they do business as Game On Chip Company LLC, d/b/a Chipco™. See bottom of page on this link:
