Don't forget that Burt Co made many chips for Paulson. The hats look semi-shiny only to me.
Look at the record card. They were made at Burt Co for Paulson, not CJ. They would have used the old CJ mold but without polishing it, hence the semi shiny finish.
I believe the black 'bleed thru' is actually coloring that has come off the chip it was next to in the box.
