I think those are real edge spots, and not painted. I have similar edge spot chips with the same bleed through of the base color. Why or how that is possible, I have no idea.

Besides the shiny hats, another clue that those are Burt manufactured Christy & Jones chips is the smoothness of the edge spots. Burt/ASM made chips had inserts with very smooth edges. Paulson made chips, especially from this era, had inserts with slightly ragged edges.
