An unusual listing as to price realized, IF the $22,500 number is what it sold for (or did it sell for a much lower "best offer" amount that isn't shown? I don't know how Ebay does that?)

The seller is pokerchipper.com which is a site for set collectors (and others) to chat about chips, etc. It's run by Dan Madrigrano, also known as "RivieraDanny" out of Wisconsin.
He posts to this ChipBoard on occasion. Here's a recent post. If you want, you can get his email off that post and ask him about the listing. He was at the Convention, though I didn't talk to him that I recall.

The set collectors like to have chips made as "tribute chips" or "fantasy chips", using elements of their favorite classic casinos. They use a graphics package (or get a designer to do the artwork) then send it to China to have chips made. These a re injection molded / ceramic type chips with a FLAT surface (generally, no indented mold, though there's some "hybrid" chips that have indented molds too). It only looks like an indented small crown mold, but it's just part of the graphics. Same with the scalloped inlay. It just appears to be scalloped, but is actually round, with the black part being the difference. If you look at the edge picture of the chip in the original Ebay listing, you will see small circles. These are where the injection nipples injected the material during production.
It's likely no accident that RivieraDanny did a tribute Riviera balloons chip. As to the price realized, I can't explain. Is that for 1 chip or more. The lot description is confusing and belongs to another listing, I think?
So, that's my take. If I'm off base, Dan M. can give a better explanation if he chooses to. It's not counterfeit, because Riviera never made such a chip on a small crown mold, etc. but for the uninitiated, it may be confusing. Personally, I admire some of these tribute/fantasy chips, but I'd like to see some plain marking that says "Tribute" or something right on the chips so there's absolutely no confusion about it. That's just my personal opinion.
