They look like chips being made by Nevada Gaming Chip company, based in Las Vegas.
Below is a screenshot from their catalog - page 19. They call it "Lucky Strikes" design in their "700 Series" chips.

BTW, they are the ones making the brand new Golden Nugget chips from downtown Las Vegas too. In Nevada, they are required to have a mint mark, which in their case is an "N". Colorado likely does not require mint marks. It's possible that there's a UV mark on the higher denominations (check your $25), but maybe none at all.
