Just a quick scan, but it seems that the sections (or districts) that the state is divided into (the all-caps sections) has misplaced the start of the SOUTHERN CALIFORNIA section.

Instead of page 309, SOUTHERN CALIFORNIA should begin on page 312, just above the "Los Angeles" listing. With that change, the geography makes sense.

Probably a typesetters mistake when creating the list.
