I saw this plate on The Dailey Show last night. The guy on the right goes around New York cleaning up "Ghost Plates". Ghost plates are plates that have been covered in some way to keep them from being read by traffic cameras. The show did a story on the guy and gave him this trophy.

One of the plates he "cleaned" for the third time was parked in a NYPD only parking lot.
