Although I would prefer that these regulations not be made, as it goes against my libertarian philosphy, I do not think this regulation will be a negative for the hobby. If some casino doesn't issue a release of 25 $100 chips the hobby will be better off.

Of course since the profit margin on the $100 chips is so much anyway a casino could mint 500 of them and then only release 25 of them destroy the remaining 475 and still make money.
