Parcel Select is designed for heavy items and produces no cost savings for small packages. It is slower, too. Because it is designed for heavier loads (up to 70 pounds) they discourage using it for small items that can/should travel with the regular (first class) mail.

I'm not sure whether Parcel Select is available at the post office window - it may be reserved for mass shippers rather than the general public.
