I am opposed to automatically sending ballots to all registered voters for fraud reasons. Keep in mind that statistics show that about 20% of the American population moves each year, so there's a great change that a hug number of ballots could end up in the wrong hands (even if not 20% due to new registrations, forwarded mail, etc.). Sending blank ballots is like sending all government payments by mail in the form of cash.
