Well what I'm leaning towards is something like that, but maybe call the NCR 'Off-Topic'.

Users can choose to post something NCR in either the main forum or the Off-Topic
Similarly sales/wanted posts would be ok in the main forum or classifieds.

That way, posts that I think everyone wants to read, like Chuck Mades, can remain in the main forum.
