Maybe because...

...some of the governors and some of the secretaries of state for the individual states were not able to change election laws on their own like they did for the 2020 election. The U.S. Constitution states that election laws are passed by the individual state legislatures, not governors or secretaries of state. Some election laws were changed illegally by governors or secretaries of state for the 2020 election. They did not have the power to do so but did so anyway. Some votes were cast in 2020 in violation of the U.S. Constitution.
