Bear in mind that most of the pics were from PB magazines many years ago.
So the difficulty was that some people were either untraceable or even dead.
Not only did gaming want the ID proof they also wanted signed waivers from everyone giving permission to use their images even though PB argued they owned the images.
Then add to that the fact that Hefner decided who he thought was worthy of being on a high denom chip etc.
