I would guess generic and separating them from the South American chips even though they have serial numbers since in many cases they were stock made with denoms and serial numbers to be customized on the obverse when purchased. This was explained to us from the info found during the Caro sales years ago where there were a ton of examples in several stages of production along witn the ground down and reshaped worn chips that were sold in sets. So far none of the stuff that comes from So America has been found in France in bulk and all the reworking was probably done locally. On some of the reworked plaques in Uruguay, you can still see original engravings of the areas that were not resurfaced.
